This study explores the application of Principles-Focused Evaluation (P-FE) to Japan’s Multilayered Support System Development Program, a comprehensive social welfare policy based on cross-sector collaboration. Through participatory workshops with residents, government officials, and community practitioners, participants jointly developed a theory of change and guiding principles for community welfare practice. The findings suggest that co-creating evaluation principles promoted shared learning, mutual understanding, and stakeholder engagement. As one of the first attempts to apply P-FE to public policy evaluation in Japan, the study provides practical insights for evaluating complex collaborative policies.

This exploratory study investigates the current profile of program officers (POs) in Japanese grantmaking foundations. Using survey data, it identifies the characteristics of PO duties, competencies, and organizational contexts, and examines how these differ according to years of professional experience. The findings suggest that PO roles are highly diverse and that experience influences both work responsibilities and competency recognition. The study provides empirical evidence to inform the design of competency-based training and human resource development in Japan’s philanthropic sector.

This presentation reported on culturally responsive practices in supporting survivors of domestic violence and sexual assault within immigrant and refugee communities in the United States. It highlighted how practitioners incorporate clients’ cultural backgrounds into service provision and victim support.
